The 2006 Recipient of the EMA Foundation Prize

In August 2005, Mr. Ely Ould Mohamed Vall, the head of the Military Council, peacefully claimed control of the government of the Islamic Republic of Mauritania, announcing a two-year period for reform, at the end of which, he promised to cede the office to the new, democratically elected president. Since then, he has kept his word. In barely a year and a half, his transitional government regained the confidence of lenders. In addition, the nation’s constitution has been amended to guarantee universal suffrage so that future heads of state will be unable to have total power. The censure of the press has been removed and a charter was established in collaboration with Reporters sans Frontieres. Measures were also adopted to facilitate women’s access to the job market, raise salaries and eradicate slavery which is still practiced in some regions of that country. A fund has been established to ensure that a portion of oil earnings will be reserved for future generations. At the macroeconomic level, transparency in public finances, efficiency in public expenditure and the improvement of the fiscal system are top priorities. The reform of the justice system and the overhauling of the financial system are underway. At the heart of all this, lies the creation of a foreign exchange market. In attributing its 2006 Prize to the man behind this astonishing metamorphosis, President Ely Ould Mohamed Vall, the EMA Foundation launched an appeal to actors of the financial and economic sectors, encouraging them to finally take a closer look at the new Africa that is emerging – one based on new ideologies : globalisation, universality and democracy.

If you are a lover of contemporary art, come and listen to Jean-Marc Patras during the 7th EMA Invest. He has been virtually bathing in contemporary African art for nearly twenty years and has one of the most interesting and insightful outlooks on Africa : “For a long time, people saw African artists like big children. Yet, in music, dance or art, African art is extremely contemporary. It is even the cradle of our modernity. Fifteen years ago, you could barely count collectors on one hand. Today, the Russians, the Chinese and, more cautiously, Westerners are interested in this cultural flourishing. And what is even more encouraging is the emergence of real African collectors who see themselves in the contemporary art of their country and are lending their support. In 2006, it became apparent that the same the artistic fervour that one could find in the USA of 120 years ago (such as Getty) is alive and vibrant in Africa: the affirmation of a culture and burgeoning sense of power. Here, we presume that the Chinese are only interested Africa’s minerals and raw materials but we’re wrong. The Chinese have a profound respect for African creativity and I would venture to say they’re even fascinated by Africa’s cultural depth!”

Diasporas

The EMA Foundation will be involved in the conference on the theme – "Analyses and perspectives for the African diasporas making a greater contribution to the development of the continent" from October 30 in Paris at the Palais du Luxembourg (Senate). This conference, held by Initiative Internationale pour l'Union Africaine and CRAN, will have a number of public figures in attendance including Mrs. Christiane Taubira, Mr. Christian Poncelet, Mr. Abdou Diouf, Henri Lopes, Alpha Oumar Konare, Donald Kaberuka, Boutros Boutros Ghali, Manu Dibango and Lilian Thuram.

Planning Commetee

The government of Cameroon has just appointed a Planning Committee that will be devoted to preparing that country’s participation at the 7th EMA Invest. Presided over by Delegate Minister of Economic Programmes, this committee is comprised of the general manager of Tésor, the presidents of the Chamber of Commerce, the Chamber of Agriculture, GICAM, APPECAM, Syndustricam, the Douala Stock Exchange as well as representatives of the ministries of Economic Affairs, Domestic Policy, Fund Affairs, Industry, Mining and Technological Development, small and medium-sized companies, Social Economy, Art and Craft, Tourism, Public Works, Urban Development and Housing.

The Business Guide to Mauritania

Journalists Benedicte Chatel and Anne Guillaume-Gentil are currently working on a report in Nouakchott for the Business Guide to Mauritania published by SEQUENCE MEDIA Inc. in partnership with EMA. This guide will be presented to the press during the 7th EMA Invest. The magazine has been published in French and English and provides a wealth of useful information to international businesses and financiers interested in the new booming economy that characterises Mauritania.

The Loss of a Friend

We are profoundly saddened to learn of the passing of our friend and colleague Patrice Venant Kinonzi. On many occasions, it was Dr. Venant Kinonzi who saw to it that delegations of entrepreneurs from Kinshasa and the Lower Congo attended EMA Invest. A former minister of finance in what was then Zaire, he shared our conviction that only African entrepreneurs would be able to pull Africa out of its current state of under-development. It is for this reason that, for so many years, he devoted all his energy and talent to their training and the technical preparation of their projects. He highly esteemed them. We extend our most sincere condolences to his family and friends.
